old messages won't load onto new macbook

Bought new MacBook Air, trying to sync messages. I have followed the instructions to enable iCloud, and all the boxes are checked. New messages are working fine, but past conversations have only loaded sporadically—some through Sept 2020, some only through December 2019. Any suggestions welcome.
