I have a Galaxy Active 2 watch and an IPhone 11, I downloaded Galaxy Wearable app and Samsung health, my steps from watch go to Samsung health but will not write to Apple Health. When you connect your watch there is not a question to read and write data share, how can I sync the two to get the most benefit from my watch and phone?

I’ve been asking the same question for three years. I was always told it’s because Apple doesn’t want it to. To encourage users to buy the Apple Watch.
Or maybe it’s because Samsung wants you to buy a Samsung phone.
Which doesn’t make sense in the context of this thread. Samsung reads from Apple Health and their app interacts with all other health apps on my iPhone.
I have the same issue... iPhone 11 and Samsung Galaxy watch.... I am ready to give up the phone if they don’t resolve this sync problem...it is extremely annoying.
