The Photos app is part of the system so you'd have to reinstall the system. It's not the app but probably the library.
1 - As a test launch Photos with the Option key held down and create a new, test library. Import some photos and test to see if the same problem persists. Does it? (This tells us if the problem is limited to your current library or is more wide spread).
Then try opening your original library again.
2 - next, if necessary, log into another vanilla admin user account, Set up users, guests, and groups on Mac, repeat #2 and see if the problem persists. (This tells us if the problem is limited to your user account or is system wide).

What version of Photos are you running?
Where is the library located? If on an external HD how is that drive formatted and connected to your Mac?
How much free space do you have on your boot drive?
What model and year Mac do you have?
I am running Mac OS High Sierra 10.13.6 on a Imac purchased in 2010.
Photo Version 3.0 Library is not on external drive.
I will have to check the space on my boot drive but for storage I have 268 GB of 499GB available. I am able to see my photos on iCloud.

Starting Photos with the Option Key held down - same results. I tried starting from the icon in the dock, as well as, from Finder Application folder. Spinning wheel appears as soon as cusor is moved to title bar, not responding. Perhaps the App is corrupted. I might try removing and reloading the app.
Thank you. Rather then reinstall the system to get the Photos app to work, I took your suggestion and set up a guest user. I was able to access Photos app and thus determined the problem is in fact with my library.
I want to again express my appreciation for your patience and responsiveness.
