ios upgrade and net connectivity

iPhone 11. I recently upgraded the phone to ios 14.3 . Now the phone is not finding any network. I tried the usual fixes including manual selection of network and Reset of network settings. No luck. The phone was working fine prior to the upgrade. I am wondering if the the upgrade 14.3 is the culprit. How to downgrade the system to 14.2 or lower? Who can do that? How much does it cost? Any other suggestions?

We understand that after upgrading to iOS 14.3, you are unable to connect to any network. We understand that you have already tried some troubleshooting without success, to make sure we are on the same page about what has been tried, take a look at the steps in the following support article for issues with connecting to Wi-Fi.
