Verification asking to send text message vs email

I am trying to add multiple credit cards to Apple Pay via my iPhone 12. When I added the first when it got to verification step it send a code to my email and I was able to complete the verification process. When I added the second card and got to the verification, it only shows send a text message. The one number listed that I recognize is my home phone, which is not going to get a text message. The others phone numbers listed are not numbers I recognize. Same thing happened when I tried to add a third credit card. So the two show verification is still required. What can I do?
