Apple will recycle it (but you may want to consider a local option first if you have one) or it may have some value as credit for a purchase or for a gift card. See: https://www.apple.com/shop/trade-in

That would be a 4th generation iPad. It cannot be upgraded beyond iOS 10.3.3 which was released in July 2017. Many apps will require an iOS that is more recent than that.
