Ipad will keeps giving message that it can't be activated after reset

iPad Air 2 says that it can not be activated because activation server is not available.

I don't have iTunes in Big Sur but was able to restore the iPad after I authorized the computer I was using in MUSIC after that I disconnected iPad from computer and turned it off. Connected it back to the computer and turned it back on while holding down the HOME button and it restored without a problem.

You'll want to follow the guide linked below, to get things up and running. The title and steps refer to the iPhone, but the steps are the same for your iPad.
