If you have iCloud turned on on both iMac and MacBook Air, how can you move the albums of photos from iMac to MacBook? Is it supposed to happen automatically? It does not seem to be doing that. The apple support materials aren't very clear on that point

You need to set up the photos preferences as shown below on both devices. And then wait - it can take some time. My 50GB 6000 photo library took 48 hours of being on and connected to power and photos open.
Obviously you also need enough iCloud space to hold your whole library.
