my iphone x is making the camera noise when it is on silent how do i fix this???

What is the model number in Settings>General>About>Model?

If the device was originally sold in Japan or South Korea, it is not possible to mute the camera shutter. It is illegal to do so in those countries.

The shutter sound can't be muted on devices made for some markets.
