Read the Apple Support document about what to do if ... your device is disabled. Click here --> http://support.apple.com/HT204306

You do not have the option of using a mobile device, it has to be a computer.

An iPad cannot be used to restore an iPhone. You have to use an Apple, or Windows computer. Please refer to Locate and view your connected device on your computer - Apple Support
