How do I pay for my watch?

I also saw on the app with the watch in my bag, there was an option for $14 a month, or something around $330.00 and, if I select the $330.00 would I still have to pay monthly for cellular on my watch even though i already am on my phone, that the watch (SE-with cellular) is connected to my phone that I’m already paying for cellular on?

Yes you still have to pay monthly for cellular, you don't have to activate cellular tho and some companies you can't use with cellular Apple Watch.

If you purchase a Watch model with cellular you have to activate it on your network (if they support it and pay a monthly fee. If you don't want to do that then don't activate the cellular function or buy a watch with it.
