icloud email issue

Hello, I have a problem receiving emails on my icloud mail account. I can send messaged. When tried send message from my other email, it's saying they are unable to delivery message to my icloud email address because "user is overquota". I have 131GB available on my icloud account, so it's not a problem. I tried to follow some suggestions in iphone settings, but nothing helped. When I log in on to icloud on Mac and push "mail" icon, it's saying "icloud account needs to created.

I'm so confused, can someone help me please?
