Rear camera lens broken or needs a clean?

Hi.

I have an iPhone 11. A couple of weeks ago the glass lens of my top rear camera smashed and fell off completely. Ever since (as you can imagine) but camera has become blurry and has small black dots whenever I try and take a photo. I have tried cleaning over the actually camera with a cotton bud but it’s still very blurry.

will I need a full camera replacement ? Or is there a way to restore the camera quality before I attach a new glass lens?
