the owner of the device isn't no where to be found and the device is still locked
I cant get in touch with the owner I brought the iPhone from and it's locked up

Then there is nothing you can do. You cannot use that iPhone without help from the previous owner. Activation lock cannot be bypassed.
Chances are, the person you bought if from was not the actual previous owner.
