Iphone 6S Plus Phone Number Issue

I lost my previous iCloud account (Forgot email and email password to) & I don't have any access to that iCloud account. That iCloud account still has my previous phone number on it. Since I've had to create a new iCloud account, I can't use my previous Phone Number for my new iCloud account. I'm hoping for a new (Free) Phone Number or accessibility to my previous phone number.
