I am about to buy an apple watch 6, do the maps that are already downloaded in the watch depend on the country of purchase? for instance can I ask for maps of France or Europe if I buy in the USA?

I think it uses the network to get the maps on demand. So if you are in France, it would load maps for France.

Let me say. If you are buying in the U.S. and visiting France, then your Apple Watch is going to stop using Cellular (if you have a cellular model) because it does not support roaming, so you would need to have your iPhone with you.
If you are visiting the U.S. and buying an Apple Watch, then going home to France, then the cellular would not work because...
There are 2 Apple Watch cellular radios
• Canada, U.S. Mexico, Puerto Rico
• The rest of the world
Carriers will not attempt to connect to an Apple Watch that does not use the correct radio.
If you do not get your Apple Watch in your own country, you may have to return the Apple Watch to the country where purchased to get warranty service.
If you do not get your Apple Watch in your own country, there may be country specific restrictions in the installed Apple Watch software that prevent features from working when you get home.
I have a GPS only model (Series 4). At the moment it is connected to my iPhone AND my home WiFi. It most likely used WiFi to get the maps, but if I was out-and-about in Paris, I'm sure it would use my iPhone. I'm sure it would use my iPhone because it gets all kinds of data via my iPhone when I'm away from home, including phone calls, one of which I was answering while riding my bike about 3 miles from home, and I've exchanged text messages with my Wife, I've done Walkie-Talkie sessions with my Wife, I've opened the garage door remotely (like a mile away) from my Apple Watch (it was a test just after installing the remote WiFi based opener), etc...
