Big Sur Desktop Pictures Location

Big Sur Desktop Pictures are no longer stored in /Library/Desktop Pictures; but, in System/Library/Desktop Pictures; and, not able to add your own DT Picts as you please. Or, is there a way besides adding a folder in usual library and select it in system prefs/DT-ScreenSavers? Then you do not get the system DT Pictures. Why would Apple restrict DT Pictures in this way, limiting more with each upgrade.

I was surprised to find that I was allowed to copy System/DT Picts to Library/DT Pictures; although not the other way. Did not even ask to authorize. Anyone know if untoward problems in doing this? Then add folder tin System Prefs that contain ALL the pictures you want displayed. Suspect the special ones will not function as intended though. Any clues from someone?

Problem,

After selecting a folder, closing System prefs, it automatically goes back to system DT Pictures; and, will not stay on what you select for your DT

Why is the option there if it does not work?

Strange, and anyone have a solution or work around, so one may have the DT of their choice?
