Passcode to what? If to your device, you can restore your contacts via - Restore contacts, calendars, bookmarks, and more using iCloud.com - Apple Support. However, as to forgetting your passcode to the device - If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support.
