If the Fuji XT4 is a new model of camera its RAW file will not be readable
on macOS High Sierra.
When new cameras are introduced Apple only ever updates its Camera RAW database
for its most recent OS which at this moment is macOS Big Sur.
This does not happen overnight Apple can take months before it makes this possible.
The XT4 is still not supported in macOS Big Sur yet.

Apple never makes its Camera RAW database backwards compatible with older OS's.
Even though the XT3 and XT4 share the same .RAF extension does not mean the files are the same
that is why each camera needs its own identifier added to a camera RAW database.
Does the camera not come with its own software that reads its RAW files.
Normally I would recommend the free Adobe DNG converter but the
minimum OS it requires now is macOS Mojave. As you are posting in the
High Sierra community then I am assuming you are running High Sierra.
You will have to search out other RAW file readers/ managers
that are compatible with your camera and your macs OS.
