You're not paying for ad free content. You're paying for content that you would not otherwise be able to access without a paid subscription.
Because Apple does not own the content you're seeing. They are distributing under agreement with the copyright holders.

I’m an Apple One subscriber. In the article I just tried reading in News+, I eventually had to stop reading because there were so many ads. I counted EIGHTEEN (with the majority repeated). In one article! Gross!
And I thought serving users content they didn’t want was just a Facebook thing...
Hopefully Apple changes this policy in News+.
This is not solving the problem, the fact that we are paying for subscription we don’t want to see any Advert. There are too many and one advert fills half of my iPhone/iPad screen.
This does not go with Apple policy of other products like Music, TV etc. Why adverts in middle of article? And that too so big in size.
Don’t they own the platform that serves the content? Seems, like with Music, they’d have some leverage.
As it stands, it’s an awful, unApple user experience. For a subscription service.
