Latest M1 MacBook Pro still have Airplay problem, the only option is "OFF"

Many article said it is Mac not compatible but the latest M1 MacBook Pro does not have the option to turn on Airplay Display. WHY? I transferred data from time machine back up, could it be the problem from old version? If so, why Apple has not solved this problem, it seems like years the same issue is still outstanding. Please help! Thank you.

indicates you may need to enable some settings on the Control Panel.
