Set up stuck at step 6

i am setting up a new device (migrating from iPhone 6 to iPhone 11) and when following steps to set up my new device I am stuck with step 6. New phone has been for the last 2 hours setting up without any results

Force restart the iPhone as follows:

Press and quickly release the volume up button
Press and quickly release the volume down button
Press and hold the power button until the Apple logo appears
