Why is apple still charging my deactivated account monthly for more than 7years now??

You have to actively cancel your subscription(s) for any services. See or cancel your subscriptions - Apple Support provides various ways you can accomplish that. If you are not successful, there is also a "Contact Apple Support" link available for your use.
