auto rate conform not working in 10.5.1
when I drag my 30 fps video into my 24 fps project, the project frame rate changes to 30 instead of the video conforming based on the project.

It looks like you created a project with automatic settings, in which case the first clip you add will determine what the project frame rate and frame size will be. When creating a new project Click Custom Settings and choose what you want.
