I watched a video that said to change the phone number In passwords and security but I can’t get into there either.
the issue is in my sons phone

Do you have Screen Time Restrictions active on your son's iPhone? That is probably preventing your from changing passwords or accessing the Apple ID on your son's iPhone.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Account Changes : Set this to ALLOW
