why I cannot setup my own voice recognition even I try to setup also it wont work. Everyone can give a voice command

Probably you are not using Hey Siri.
When you enable "Hey Sir " it may ask you to say a few words and phrases just to understand you better and to recognise your voice.
"Hey Siri" uses speech recognition and voice recognition --> If "Hey Siri" isn't working - Apple Support
