How to Update

Unable to download apps because I can’t update to iOS 13 on my iPad Air. I now have 12.5.1. My iPad is set up for automatic updates now and states my updates are complete.

That model isn't capable of 13 or above. Try downloading those applications to a newer iOS device on the same Apple ID first.
