The message comes from Nord VPN.

You may not have installed it, but someone did.

Their uninstall instructions:

You can remove apps that you downloaded and installed from the internet or from a disc.

  1. On your Mac, click the Finder icon  in the Dock, then click Applications in the Finder sidebar.
  2. Do one of the following:
    • If an app is in a folder, open the app’s folder to check for an Uninstaller. If you see Uninstall [App] or [App] Uninstaller, double-click it, then follow the onscreen instructions.
    • If an app isn’t in a folder or doesn’t have an Uninstaller, drag the app from the Applications folder to the Trash (at the end of the Dock).

I must say Nord's uninstall directions I posted above are pretty uselessly vague.

"I erased it." What does that mean? You had the Nord VPN app in the Applications folder, but deleted it long ago? If so, that got rid of the user portion of the app, but it obviously left other parts behind. Possibly a kernel extension.

Download Mac installer from their site again. Check to see if it includes an uninstaller app or script. If not, reinstall the app (nothing to lose, really), and then see if there's an uninstall option in the app's own menu choices.
