Disabled Apple ID

For quite sometimes now, my Apple ID has been disabled in the Apple Store and iTunes. I have tried to update my payment details but not succeeded as I keep getting the same response.

Also, I visited getsupport.apple.com countless times to get the problem resolved, still no solution in view.

Kindly help me.
