How to add email account when “accounts” Is not appearing in my mail settings.

Is not appearing in my mail settings. I have an iPhone 6 with 12.4.9 operating system. I am not receiving any mail in my Apple Mail app. When I go to the Mail settings, there is no category labeled accounts as there is in my other Apple products. How and where can I add an email account?
