I have tried:
settings>general>restrictions
(there is no restrictions listed under general
settings>Screen time
(there is no restrictions listed here )
I tap on the app and al it says is “remove” but it just removes from the Home Screen but it’s still in the app list
and I can’t delete from the app list
can anyone help

I had the same problem but realized I could fix it by going to settings > screen time > iTunes & App Store Purchases > deleting apps * select Allow.

It sounds like you are unable to delete apps off of your iPhone 7. We understand how important this is to you and we are here to help.
Once you tap on an app and select remove app, you should see an option to Delete app, Remove from Home Screen, or cancel. This article may help: How to delete apps on your iPhone, iPad, and iPod touch
If the issue persists can you provide a few more details? Which iOS version do you currently have installed? When did you first notice this? Also, what happens when you attempt to delete an app directly from the App Library?
