As maizy241 has said, you can find them at best buy. What Apple usually does with the older iPads still in their inventory is usually sell them off to retailers.
The Apple Store website doesn't sell older generation iPads. When wanting to purchase an older generation Apple device, I would recommend purchasing from Best Buy. Best buy has a lot of older iPad generations, usually Geek Squad certified refurbished or iPads at discounted rates.
