got pop up stating my phone was compromised and third parties could get private info, it instructed to click okay to install the trusted free app from Apple security. I stupidly did so and it said 404 not found. Does this mean I have a virus or malware now and if so what should I do
No, you were not hacked. Such messages are scams, and rely on you downloading some bogus App, or having you provide your personal or financial information. If you did none of those, you are fine.
Go to Safari's preferences and sit it to not reopen tabs and windows when opening.
Then close Safari and open it again.
It was a scam.
Delete it or close the window.
I will close the window but I already hit okay so was I hacked

Which simply indicates the website was not available.
You got the 404 message because someone complained about the site and the server deleted it.
