How do I permanently delete Apps that don’t give me the option to Delete and instead say they will be removed from my home screen and remain in my Apps? I want them deleted.

you can also try from Settings > General > iPhone Storage > [app name] > Delete
Or check if you have screen time restrictions blocking you from deleting apps..
Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps

so.. if you cannot delete using either of the 2 methods I provided, did you then check the screen time restrictions like I suggested?
Are you trying to delete a native Apple app? Not all of those can be deleted
Method above does not work.. iOS 14.3. No delete option
