Factory reset- activation code

I purchased a 2nd handed iphone 6 plus couple years ago , and due to some reason stoped using iphone and recently turned it on , and I had forgotten the password , so I decided to factory reset , and the reset was successful, but it did not ask my apple id but the previous users !?, And I dnt have any contact with them so how can I get the device activated ?
