You can’t if Activation Lock is enabled and you don’t know the Apple ID and password used to enable it.
but its my old phone and i want to give it to my niece. Will i be able to bring into apple for them to unlock it
You don’t remember your Apple ID or its password? The only way Apple will bypass Activation Lock is if you are the original owner who bought it new from Apple, and you have the receipt to prove it.
