Searching 'My Vodafone' for my region 'Netherlands', but App Store shows only Italia on iPhone 12 mini (IOS 14.3). Romania and some others. On MacBook it's visible, but can not download it.

Mac apps don't run on iOS devices. iOS apps don't run on Macs.
The developer appears to not wish to have their app offered in your region.
