Do I need to set up my cellular vendor at the time of purchase or can I buy it unconnected and use wi-fi until I need to add a vendor?

Purchase of a WiFi+Cellular model of iPad does not commit you to contracting a Cellular Airtime agreement with a Cellular Provider. You can add an airtime contract at any time - should you decide to do so.
Your WiFi+Cellular model of iPad will still be able to access WiFi networks - in exactly the same way as all other models of iPad.
Be aware that WiFi+Cellular models of iPad also include full GPS capabilities - which is otherwise absent from WiFi Only models of iPad.
