Because Apple does not have it for you to download. They only provide the very last update (e.g. 10.14.6) and any subsequent security updates. See How to get old versions of macOS, using only the Safari browser. Pay attention to the hardware requirements.

That macOS 10.14.6 contains all of the updates from 10.14.0 through 10.14.6.
