How to set up a new iPad Pro device without using the latest backup and set up as a new device

Just select to not use a backup when asked during setup to "Transfer Apps and Data" step. Choose "don't transfer apps and data:" there.

Once you choose not to transfer apps and data, it should move on to the next step.
