The blue outline around parts of fields and entire screen when Keyboard is set to Full Access

I finally found out that when the Keyboard setting under Accessibility > Keyboards > Full Keyboard Access is set to on this issue happens. I have the IPad Pro Magic Keyboard and it just started one day, it didn’t from the start. Now, I have to disable that feature to get rid of those blue outlines.

I think my real question is, what is the purpose of the blue outlines and why can’t you just turn that off?
