Probably the simplest way is to sign in to iCloud.com, access the Photos area, identify the photo you want, click the download icon and it should download to your default setting - or at least it does on a Mac. Your PC might require a manual destination. I can't help you on the Windows side. If it dumps it on your desktop for example you'll have to drag it where you prefer.

iCloud for Windows can also manage your photos, but the whole of the collection. It acts in lieu of the Photos app on Macs.
