"Why" questions aren't answerable by the software and hardware users in these user-to-user communities. We're not Apple employees, nor are we members of the product design teams, and are not privy to the discussions concerning the design of these products.
Apple provides the space for these user-to-user communities, but does not participate in the discussions beyond moderating them for adherence to the terms of use you agreed to on joining the support comunities, and through the Community Specialists, who monitor for questions that have received no replies within about 24 hours of the original posting of the question. CS replies usually include a link to a knowledge base article with some relevance to the issue raise, and sometimes serve to spur a second look and replies from the community.
Pages includes a Table of Contents generator, which uses text set to specific heading styles to construct a TOC.
Is does not offer a similar tool for creating either an index or a glossary.
You might make a request for such a tool via the Provide Pages Feedback menu item in the Pages menu. Choose the menu item, then make a Feature Enhancement Request.

Pages v10.3.9 is not the reincarnation of iBooks Author (a totally different application), and many features in iBooks Author have not been migrated to Pages. As fellow users, we have no access to the Pages product team's schedule or planning. At present, Pages v10.3.9 has no glossary creation capability as found in iBooks Author, but existing glossaries from iBooks Author documents are preserved.
One of the points in Import your iBooks Author book into Pages for Mac is the following after opening an iBooks Author document in Pages v10.1 or later:
Glossaries appear at the end of your book, and glossary terms link to the glossary.
iBooks Author had a glossary subroutine, did it not?
Perhaps the programmers are proponents of devolution, eh?
