You cannot do so. A telephone number is part of the information Apple requires to make an AppleID.
There is no reason for any student to use a personal AppleID with an institutionally owned education device. That is the whole point of education and business managed deployment of devices. Managed deployments remove the need for users to have a personal AppleID and retain control of the device under the administration of the school or business that is deploying the devices.
And the online process of creating an AppleID has required a telephone number for decades now in my experience. It is not something new or novel in the online form requirements to create an AppleID.
This is one of many reasons school districts are moving away from Apple products and going with Chromebooks. We used to have one-to-one ipads and were able to create AppleID for students without phone numbers then they changed, we are in the process of ditching all apple products and moving to Chromebooks. A good way to lose business apple!!
