Adult/ parent in family sharing but not organizer
I have no way to make purchases in family sharing with my husband as organizer without him approving them. Please help. Also. Hulu won’t let me re subscribe.

Read this document : Approve what kids buy with Ask to Buy - Apple Support
It sounds like you have Ask To Buy set on your account which can only be set on accounts for children under age 18. However, once set it has to be unset by the organizer to be deactivated.
I am just finding this strange in a husband-wife context so either you got married when very young or you have an incorrect age set on your account:
Update the birth date associated with your Apple ID - Apple Support - https://support.apple.com/HT204164
The organizer will have to remove the Ask To Buy setting on your account in this family group.
