I can not send any text messages with pictures or a large text message

Make sure your carrier has SMS/MMS provision properly.

FYI: You need a SMS/MMS plan from your carrier.

this is my third iPhone and I have had both services in the past. Now I’m concerned because I can’t send MMS on my new device

It doesn't matter how many iPhone you have had.

SMS/MMS is a carrier feature, make sure it's updated and properly configured by your carrier.
