Transfering photos from an iPhone 11 to a Windows 10 PC
Can I use iCloud to transfer 1000 photos from my iPhone 11 to my Windows 10 PC and then remove those 1000 photos from my iPhone because they are taking up too much space on my iPhone?

You can transfer and store the photos on your computers hard drive. You can't store the photos in iCloud and then remove them from the phone. iCloud is a syncing service, not a true archive. When you have iCloud photo turned on, if you delete a photo from the phone it deletes from iCloud at the same time.
The best solution if you want to keep the photos safely stores is either upload them to your computer and store them in a folder, or use a photo backup service such as Amazon Photo is you're a Prime customer or Dropbox or any of several other backup services.
