How do I turn off the app of Apple TV . Do use it or will I be charged for it .

On what device do you have the Apple TV app?
The app itself is free. The services that you may access through the app may cost money. Subscriptions that you do not wish to continue, will have to be canceled by you. Turning off an app/Not using an app/Deleting an app does not end a subscription. If you have no subscriptions, then you will not be charged if you don’t use the app. See or cancel your subscriptions - Apple Support
