Can you charge an iPad with a MacBook charger?
Can you charge a 4th generation iPad Air (usually comes with a 20Watt charger) with a 61Watt MacBook Pro charger (cable and adapter)?

Yes. Charging your iPad with a USB Mac Power Adapter is both possible and perfectly safe for the iPad.
The iPad will charge at its maximum supported supported rate. When using a USB-PD (Power Delivery) complaint Power Adapter, this will be the 18W charging rate (PD Profile #2 - 1.5A @12V).
