When putting my phone-call onto speaker, instead of putting it onto speaker, a pop-up asks me to choose between devices, I presume, on my wifi network (I don't know because I never created the devices listed & I have bluetooth off). How do I just have the "speaker" icon put it on and off speaker? It is maddening to have to click a second, narrower icon to perform what was once a simple function.

If you have other devices that you can connect to, then you will see the menu of choices. If those choices are not available, they should not appear. There is no way to not see those choices if they are available.

Most probably. because they are signed in with your same Apple ID. You don't indicate what is in the list you are seeing. Could be something that you have paired with Bluetooth as well.
I'm confused on how those devices got listed. I didn't authorize them. I tried at one point sending it the device marked "ipad" and nothing happened on my ipad when I did so, so I'm confused as to what function this is supposed to perform.
